Mr. Baxter is a partner in the firm and has been in practice since 1978. He and Mr. Stone formed the firm in 1996.

He is active in civic and religious affairs, having served as a member and Chairman of the Board of Directors of the Stone Mountain Authority, which operates Stone Mountain Park, from 2003 to 2011; as a member of the U.S. Department of Agriculture’s National Advisory Council on Rural Development from 1983 to 1988; as a founding member of the Board of Directors of the Ronald McDonald House Foundation of Central Georgia, Inc. from 1998 to 2003; as an officer and member of the Board of Directors of the Cannonball House and Confederate Museum in Macon, Georgia (1999 – present); as a member of the Hay House Board of Directors; as a member of the Board of Trustees of the Southern Cultural Foundation, Inc. (2002 to present); and as an officer and member of the Board of Trustees of Central Georgia Presbytery (Presbyterian Church in America).

Mr. Baxter represents a variety of businesses and individuals located throughout Georgia emphasizing corporate, transactional, secured lending; employment contracts, real estate development and trusts and estates. Such representation extends to creditors as well as companies requiring financial restructuring in bankruptcy courts. A significant portion of his practice concerns regulatory proceedings  before the Georgia Public Service Commission, the Federal Energy Regulatory Commission as well as other state or federal agencies concerning natural gas, telecommunications, and electricity.

He served for many years as General Counsel for the Georgia Association of Petroleum Retailers and subsequently for the Georgia Cable Association.

Mr. Baxter has served as Chairman of the Bibb County Republican Party, Chairman of the Eighth Congressional District Republican Party, as General Counsel of the Georgia Republican Party, and a member of the State Executive Committee of Georgia Republican Party.

Mr. Baxter has been awarded an AV Preeminent ® rating by Martindale-Hubbell ® Law Directory and has been listed in the Best Lawyers of America for many years.
